FRANKFORT, Ind. (February 4, 2026) – Mayor Judy Sheets on Monday established a series of strict requirements for the potential development of a new data center, emphasizing transparency and community engagement as the city anticipates a proposal from DataOne.

The company has expressed renewed interest in locating a facility within Frankfort’s industrial park on land that is currently zoned for such use. While no formal commitments or agreements have been reached, Sheets noted that a proposal may eventually be presented to the City Plan Commission and City Council.

In a statement outlining her expectations, Sheets stressed that any future negotiations must occur directly between the city and DataOne to ensure the public receives accurate and timely information.

“Transparent, consistent communication is essential to rebuilding trust,” Sheets said.

The mayor’s mandate includes a requirement for publicly noticed town hall meetings at key stages of the review process. These meetings are intended to provide residents with “meaningful opportunities” to question the scope of the project before any decisions are finalized.

Additionally, Sheets is requiring the completion and publication of both economic and environmental impact studies. These reports must detail anticipated job creation, workforce development, infrastructure demands, and long-term environmental considerations.

“Our community deserves facts and not assumptions when evaluating a project of this magnitude,” Sheets said.

The mayor further indicated that property tax revenue alone would not be sufficient for approval. She is seeking a “genuine partnership” with DataOne that includes investments in community amenities and initiatives that support the local quality of life.

While noting that perspectives on the project may differ among City Council members, Sheets emphasized her responsibility to act as a deciding voice when necessary. She stated her evaluation of the proposal will be based solely on the long-term health, stability, and character of the Frankfort community.
