Clinton County and Local Communities Eligible For More Than $1.7 Million To Cover COVID-19 Related Expenses

Clinton County and local communities are eligible for more than $1.7 million to cover COVID-19-related expenses through the federal stimulus package, according to Indiana State Reps. Don Lehe (R-Brookston) and Heath VanNatter (R-Kokomo).

Clinton County is eligible for $1,046,311 in reimbursement funding. In addition, these communities are eligible to receive the following amounts:

Colfax $21,769;
Frankfort $513,617;
Kirklin $24,819;
Michigantown $14,697;
Mulberry $39,678; and
Rossville $52,591.

“It was critical for communities to act swiftly to fight this virus and protect the public, but these efforts drained many resources and took a toll on budgets,” VanNatter said. “Indiana directed federal stimulus dollars to help local governments bounce back by helping to cover some of their costs.”

Indiana allocated $300 million in federal funding from the Coronavirus Aid, Relief and Economics Security Act to counties and communities for reimbursement of expenditures related to the pandemic. Lehe said the funding, allocated based on population, cannot be used to replace lost tax revenue.

“Communities across our state are having to bear many unexpected expenses to fight this pandemic,” Lehe said. “Our hope is this funding will provide some relief as local governments navigate this situation.”

VanNatter said the Indiana Finance Authority is in charge of implementing guidelines on how each county, city and town can use the funding, as well as compiling reimbursement requests through accepted documentation including invoices. Visit in.gov/ifa for more information.

Tax Bills Arrive In Mailboxes, What You Need To Know If You Cannot Pay Your Spring Installment by May 11th

Across Clinton County, real estate owners opened their mailboxes to find the 2019 Pay 2020 tax bill.

This year due to COVID-19, Indiana Governor Eric Holcomb is providing some help to some real estate owners.

The real estate tax assistance is for non-escrowed real estate owners. Non-escrowed owners are those that do not make property tax payments through an escrow account or mortgage company.

Governor Holcomb issued Executive Order #20-005 on March 19, 2020. In that E.O., Section 6(B) mandates that all counties waive penalties for delinquent non-escrow property taxes paid within sixty (60) days after May 11, 2020, the May installment due date.

So what does that mean for you, the non-escrowed property owner?

One, property taxes remain due on May 11, 2020, however, counties are to waive penalties on payments made after May 11, 2020, for a period of 60 days.

Two, you must make your payment on or before July 10, 2020, to avoid any late penalties.

The Indiana Department of Local Government Finance (DLGF) sent out a memorandum to every county in the state, “each county shall waive any penalties for any property taxes paid within sixty (60) days after the statutory deadline; therefore, the spring installment may be paid up to and including July 10, 2020, without penalty.”

The Governor and DLGF encouraged taxpayers to make timely payments (that is, on or before May 11, 2020) in order to ensure orderly operations of government.

Frankfort City Clerk-Treasurer Carol Bartley stated during the Monday, April 13, 2020, City Council meeting, “Property tax revenues will likely be down with the 60-day extension of late fees that the state has implemented. Current projections are estimated at around 70% of the collections may arrive in a timely manner for June draw.”

Clinton County Today has created a virtual tip jar program to benefit service industry employees in Clinton County who have been laid off, furloughed or seen a reduction in their work hours due to COVID-19 pandemic.

Service industry employees are encouraged to sign-up by sharing their Venmo, PayPal, or Cash App accounts at http://www.clintoncountytoday.com/virtualtipjar

Individuals can visit this webpage and search listings to find their favorite server, barber, bartender or stylist and gift them money, referred to as a “tip,” directly to the respective individual’s account.

Three Communities Plus County Combine To Receive Over $1.7 Million In Community Crossings Grant Awards

The Indiana Department of Transportation (INDOT) announced today, Tuesday, April 7, 2020, the 2020-1 Community Crossings Matching Grant award recipients.

Frankfort, Kirklin, Mulberry, and Clinton County combined will receive $1,702,010.85 in Community Crossings matching grants from INDOT for local projects through the Next Level Roads program.

Frankfort, Kirklin, Mulberry, and Clinton County are among 217 cities, towns, and counties that received a combined $126,560,741 in matching state dollars.

Kirklin $216,685.20
