Update (7/29/21): 13 New Clinton County Residents Tested Positive For COVID-19 As Reported By The ISDH

INDIANAPOLIS, Ind. – The Indiana State Department of Health (ISDH) announced today, Thursday, July 29, 2021, Clinton County had 13 new residents test positive for COVID-19, 4,574 residents in total have tested positive for COVID-19. There are 55 deaths related to COVID-19 in Clinton County. At least 70,759 total tests have been administered to residents of Clinton County, of which 20,241 have been unique tests as reported by the ISDH.

The rolling 7-day positivity rate of unique individuals for Clinton County is 20.3% as of July 22, 2021. The State of Indiana as a whole is 13.9%.

The rolling 7-day positivity rate of all tests for Clinton County is 8.4% as of July 22, 2021. The State of Indiana as a whole is 6.7%.

The ISDH shows a total of 12,096 Clinton County residents have received the first of a two-dose vaccination series (an increase of 32 over the previous report) and 12,047 are fully vaccinated (an increase of 59 over the previous report) with 876 Clinton County residents receiving the Johnson & Johnson vaccine, a single-dose vaccine. Statewide, 2,923,037 Hoosiers have received the first of a two-dose vaccination series, 2,939,841 are fully vaccinated with 221,904 from the Johnson & Johnson vaccine as of 7/29/2021 at 5:00 a.m.

Additionally, the ISDH announced that 1,284 additional Hoosiers have been diagnosed with COVID-19 through testing at ISDH, the Centers for Disease Control and Prevention (CDC), and private laboratories. That brings to 769,875 the total number of Indiana residents known to have the novel coronavirus following corrections to the previous day’s total.

To date, 3,664,843 unique tests have been administrated on Hoosiers and reported to ISDH, up from 3,661,081 on Wednesday.

INDIANAPOLIS, Ind. – The Indiana State Department of Health (ISDH) announced today, Wednesday, July 28, 2021, Clinton County had 8 new residents test positive for COVID-19, 4,560 residents in total have tested positive for COVID-19. There are 55 deaths related to COVID-19 in Clinton County. At least 70,536 total tests have been administered to residents of Clinton County, of which 20,255 have been unique tests as reported by the ISDH.

The rolling 7-day positivity rate of unique individuals for Clinton County is 19.7% as of July 21, 2021. The State of Indiana as a whole is 13.5%.

The rolling 7-day positivity rate of all tests for Clinton County is 7.7% as of July 21, 2021. The State of Indiana as a whole is 6.5%.

The weekly ISDH County Metrics score released today showed Clinton County with a score of 1.5 an advisory color of Yellow. Clinton County’s official advisory level is Yellow.

Clinton County had 111 new cases per 100,000 residents – a score of 2 – and a 7-day positivity rate of 6.7% – a score of 1. The ISDH utilized the results of 7/26/2021, 11:59 p.m. for the purpose of calculating the weekly County Metrics.

The ISDH shows a total of 12,063 Clinton County residents have received the first of a two-dose vaccination series (an increase of 11 over the previous report) and 11,986 are fully vaccinated (an increase of 7 over the previous report) with 872 Clinton County residents receiving the Johnson & Johnson vaccine, a single-dose vaccine. Statewide, 2,915,438 Hoosiers have received the first of a two-dose vaccination series, 2,934,389 are fully vaccinated with 221,357 from the Johnson & Johnson vaccine as of 7/28/2021 at 5:00 a.m.

Additionally, the ISDH announced that 1,248 additional Hoosiers have been diagnosed with COVID-19 through testing at ISDH, the Centers for Disease Control and Prevention (CDC), and private laboratories. That brings to 768,624 the total number of Indiana residents known to have the novel coronavirus following corrections to the previous day’s total.

To date, 3,661,081 unique tests have been administrated on Hoosiers and reported to ISDH, up from 3,657,554 on Tuesday.

City Eyes $20 Million to Build Police Station and Aquatic Center

FRANKFORT, Ind. – With all six Frankfort police station construction bids rejected by the Board of Works, each being at least $2 million over the appropriated cost of $8.5 million, and still wanting to have a dedicated facility for the Police Department, the Frankfort City Council held a work session after its Monday council meeting to discuss how to accomplish that goal.

The result. Approach the project using a 20-plus-year-old Indiana law allowing city and county governments to utilize an alternative procurement method to deliver a public project by way of a public-private partnership. The alternative procurement method is called BOT, an acronym for build, operate, transfer, and allows a government body to have greater control over the upfront cost and allows for negotiating costs while not having to rejects bids and starting the process over. The latter being the traditional way of doing a government project.

BOT also allows for combining multiple projects into a single, larger project with the desired outcome of lowering costs by developers bidding to do both projects.

With the information of combining projects, the council via consensus will now add the aquatic center to the police station project – an official vote could occur at its next meeting on August 9. All bids associated with the aquatic center had previously been rejected by the BOW due to fiscal uncertainty during the pandemic.

“I think it is something we all want to see to move forward and as quickly as possible,” said Frankfort Mayor Judy Sheets addressing the council. “This is what our constituents want, they expect us to be out here working for them and I think it is time we just got to move. We got to get going on this.”

The single, combined project would have a total projected cost of $20 Million based on financial assumptions presented by Gary Smith of Reedy Financial Group, the city’s financial consultant.

Smith provided the council with an affordability report for the two projects showing current account balances of the respective budget funds that will be used to make yearly payments once financing is secured as well as information on how much the city could afford for each based on future city revenue projections. The project costs discussed for the police station and aquatic center were $9.5 million and $10.5 million, respectively.

Council president Eric Woods remarked after Smith’s presentation, “looks like the police station is fine, but the pool is going to require a little extra.”

Smith noted he removed the 4-lane lap pool from the project based on the $1.25 million cost for that portion alone as the city would not be able to afford this based on any of the financial assumptions provided in the report. The lap pool costs were provided by Kyle Lueken of HWC Engineering, the firm the city is using to handle the aquatic center project.

Prior to the August 9 council meeting, much legal work will need to be completed. A timeline both city attorney Les Bergum and Richard Starkey with Barnes & Thornburg, outside city counsel, noted as complex due to the BOT consisting of multiple projects, funding sources, architects, and holding entities.

Due to the Indiana Constitution that places a limit on municipalities on the maximum debt ratio a municipality can borrow, the city will need to use “legal fiction” – a term used by attorneys to pass taxpayer-owned assets to a third party to hold for the purpose of securing funding for the life of the bond. Currently, the City has two such projects utilizing such entities – one for Old Stoney and the other for Prairie Creek Park.

Starkey noted, “going to go through the Redevelopment Authority for the pool and the [Frankfort Police Station] Building Corporation for the police station” for the purpose of holding the assets. While Bergum discussed the complexities and time associated with completing the legal work, “It is going to take some time to put this RFP together from my point because it involves two projects, two funding sources, and two architects.”

The City Council will meet next on Monday, August 9 at 7 pm in the council chambers located in Old Stoney.

INDIANAPOLIS, Ind. – The Indiana State Department of Health (ISDH) announced today, Tuesday, July 27, 2021, Clinton County had 7 new residents test positive for COVID-19, 4,552 residents in total have tested positive for COVID-19. There are 55 deaths related to COVID-19 in Clinton County. At least 70,442 total tests have been administered to residents of Clinton County, of which 20,218 have been unique tests as reported by the ISDH.

The rolling 7-day positivity rate of unique individuals for Clinton County is 14.7% as of July 20, 2021. The State of Indiana as a whole is 12.4%.

The rolling 7-day positivity rate of all tests for Clinton County is 8.2% as of July 20, 2021. The State of Indiana as a whole is 6.1%.

The ISDH shows a total of 12,050 Clinton County residents have received the first of a two-dose vaccination series (an increase of 26 over the previous report) and 11,977 are fully vaccinated (an increase of 17 over the previous report) with 872 Clinton County residents receiving the Johnson & Johnson vaccine, a single-dose vaccine. Statewide, 2,910,108 Hoosiers have received the first of a two-dose vaccination series, 2,930,718 are fully vaccinated with 220,871 from the Johnson & Johnson vaccine as of 7/27/2021 at 5:00 a.m.

Additionally, the ISDH announced that 497 additional Hoosiers have been diagnosed with COVID-19 through testing at ISDH, the Centers for Disease Control and Prevention (CDC), and private laboratories. That brings to 766,351 the total number of Indiana residents known to have the novel coronavirus following corrections to the previous day’s total.

To date, 3,654,650 unique tests have been administrated on Hoosiers and reported to ISDH, up from 3,654,650 on Saturday.

Community Schools of Frankfort to Host New Student Registration on Wednesday, July 28

FRANKFORT, Ind. – The Community Schools of Frankfort announced via a statement to the media that a New Student Registration event will take place on Wednesday, July 28, from 9 am-7 pm.

There are 55 deaths related to COVID-19 in Clinton County. At least 70,236 total tests have been administered to residents of Clinton County, of which 20,168 have been unique tests as reported by the ISDH.

The rolling 7-day positivity rate of unique individuals for Clinton County is 17.4% as of July 16, 2021. The State of Indiana as a whole is 9.3%.

There are 55 deaths related to COVID-19 in Clinton County. Update (7/20/21): 3 New Clinton County Residents Tested Positive For COVID-19 As Reported By The ISDH

INDIANAPOLIS, Ind. – The Indiana State Department of Health (ISDH) announced today, Tuesday, July 20, 2021, Clinton County had 3 new residents test positive for COVID-19, 4,513 residents in total have tested positive for COVID-19. There are 55 deaths related to COVID-19 in Clinton County. At least 70,022 total tests have been administered to residents of Clinton County, of which 20,129 have been unique tests as reported by the ISDH.

The rolling 7-day positivity rate of unique individuals for Clinton County is 9.2% as of July 13, 2021. The State of Indiana as a whole is 9.1%.

The rolling 7-day positivity rate of all tests for Clinton County is 5.4% as of July 13, 2021. The State of Indiana as a whole is 5.1%.

The ISDH shows a total of 11,871 Clinton County residents have received the first of a two-dose vaccination series (an increase of 24 over the previous report) and 11,812 are fully vaccinated (an increase of 15 over the previous report) with 860 Clinton County residents receiving the Johnson & Johnson vaccine, a single-dose vaccine. Statewide, 2,872,825 Hoosiers have received the first of a two-dose vaccination series, 2,902,532 are fully vaccinated with 217,929 from the Johnson & Johnson vaccine as of 7/20/2021 at 5:00 a.m.

Additionally, the ISDH announced that 713 additional Hoosiers have been diagnosed with COVID-19 through testing at ISDH, the Centers for Disease Control and Prevention (CDC), and private laboratories. That brings to 762,127 the total number of Indiana residents known to have the novel coronavirus following corrections to the previous day’s total.

To date, 3,637,538 unique tests have been administrated on Hoosiers and reported to ISDH, up from 3,635,079 on Monday.

The Regenstrief Institute updated hospitalization data as of July 19, 2021, at 11:59 p.m. for Clinton County. Data are unique individuals and cumulative.
